USCIS has updated their notice to appear (aka NTA) (I-862)  policy to be more in line with Dept of Homeland Security enforcement priorities. See the article here.

If you receive an NTA you appear before an immigration judge on the date in the letter. The issuance of an NTA commences removal proceedings against you.
